The Emergency Crisis and COVID-19 Response Social Safety Net Project (ESSNP) is a World Bank supported project that seeks to:
(a) provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises in Lebanon;
(b) in case of an Eligible Crisis or Emergency, provide an immediate and effective response to such emergency or crisis.
It consists of the following four main components:
- Component 1: Provision of cash transfers for basic income support to poor and vulnerable Lebanese households;
- Component 2: Provision of top-up cash transfers for students at risk of dropping out of school;
- Component 3: Provision of social services to vulnerable households;
- Component 4: Enhanced social safety nets (SSNs) program delivery.
Under Component 3 of ESSNP, the specific objective of this assignment is to conduct an external comprehensive assessment, in collaboration with the Ministry of Social Affairs (MOSA) that seeks to evaluate/assess the capacity of MOSA’s Social Development Centers (SDCs) on one hand (supply side), and the relevant needs of vulnerable population on the other hand (demand side). The assessment’s findings will inform the design of a comprehensive package of social services, along with the execution of needed improvements to elevate the capacity of SDCs to deliver those services.
The Government of Lebanon (GOL) intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the following tasks:
- Task 1- Assessment of the regional departments and its Social Development Centers
- Task 2- Assessment of the population's needs
